羅伯特·埃克斯法官在交通、公共財政/公私合作夥伴關系 (P3)、危機管理、災難准備、響應和恢複、國土安全、教育和醫療保健等領域上被公認爲全國領導者。他在二十多歲時被選爲德克薩斯州立法機構衆議員，連續任職六屆共12年。在被選爲哈裏斯郡郡長之前，曾在喬治·W·布什總統和美國國土安全部的咨詢委員會任職。他于1995年1月至2007年3月被選爲哈裏斯郡郡長，任期長達12年3個月。

Anout Judge Eckels

Judge Eckels is recognized as a national leader in issues of transportation, public finance/public private partnerships (P3), crisis management, disaster preparation, response and recovery, homeland security, education and health care. He served six terms（12 years) in the Texas State Legislature before being elected sa County Judge of Harris County, and served on advisory committees to President George W.Bush and the U.S. Department of Homeland Security. He was elected to be County Judge in Harris County from Jan 1995 to Mar 2007 (12 years and 3 months).
