Taiwan’s outspoken fitness personality and internet celebrity Chen Chih-han, better known as “The Director” (館長), has once again found himself at the center of a public storm. His recent online livestream, in which he shouted inflammatory remarks about President Lai Ching-te — including the phrase, “cut off the president’s dog head” — has drawn intense criticism and triggered legal action.



From Livestream Rant to Legal Investigation

The controversy began during a recent broadcast in which Chen, known for his blunt and fiery commentary, lashed out at Taiwan’s leadership. This time, however, his rhetoric went beyond ordinary criticism.


According to Taiwan’s Criminal Code, such statements may fall under Article 153 (Incitement to Commit an Offense) or Article 305 (Threats and Endangerment of Safety). Authorities from the Criminal Investigation Bureau have reportedly gathered evidence and referred the case to the New Taipei District Prosecutors Office for investigation.


Prosecutors have now opened a case and summoned Chen to appear for questioning in mid-October — signaling the start of a judicial process, though no formal indictment has yet been filed.

Despite sensational social media claims that, “the Director has been indicted,” the truth is more complicated. A separate incident involving a man surnamed Chang, who allegedly posted online comments such as “hunt down Lai Ching-te,” led prosecutors at the Shilin District Prosecutors Office to charge him with making criminal threats.

Because some news outlets covered both incidents together, headlines misleadingly suggested that Chen himself had been indicted. In reality, as of now, Chen remains under investigation, but has not been formally charged.



Freedom of Speech and the Limits of Expression

Chen has long been known for his fiery language and populist appeal. Supporters hail him as a fearless voice who dares to challenge authority, while critics argue that his rhetoric often crosses into aggression and could incite social division.

This incident once again raises fundamental questions about the boundaries between free expression and criminal speech. Legal experts note that while citizens in a democracy have every right to criticize government officials, direct threats or calls for violence fall outside the protection of free speech.
