移民政策大轉彎 美國正在重新定義「誰能留下來」

美國是一個移民建立的國家。

多少年來，世界各地的人帶著一只皮箱、一個夢想，跨越海洋來到這片土地。他們相信，只要努力工作、遵守法律、教育下一代，就有機會在美國建立新的生活。

但是今天，美國的移民政策正在經歷一次重大轉變。

過去，移民政策的焦點主要集中在美墨邊境、非法入境與遣返問題；如今，政策影響的範圍已經逐漸延伸到合法居留者、國際學生、工作簽證持有人，以及準備申請永久居留權的人。

這不再只是「邊境問題」，而是可能影響千千萬萬移民家庭的制度性改變。

綠卡申請方式出現重大變化

美國公民及移民服務局在今年五月宣布新的政策方向：部分目前以臨時身分合法居留美國、希望申請永久居留的人，原則上可能需要返回本國，透過領事程序申請移民簽證；只有在特殊情況下，才可能獲准在美國境內調整身分。

這項改變對許多已經在美國工作、讀書、生活甚至建立家庭的人而言，具有非常實際的影響。

過去大家認為，只要合法進入美國、符合資格，就可以一步一步完成身分轉換。現在，這條道路正在變得更加嚴格，也更加複雜。

留學生時代也正在改變

另一個重要變化發生在國際教育領域。

國土安全部今年七月公布最終規則，對 F 類國際學生等非移民身分建立固定的合法停留期限及延期程序。

這意味著國際學生不能再把「合法停留」視為一個相對開放的時間概念，而必須更加注意自己的身分期限、學業進度以及延期申請。

對美國的大學而言，這同樣是一個重要訊號。

多年來，世界最優秀的年輕人來到美國讀書，其中許多人畢業後進入科技、醫療、工程、金融與研究領域，最後成為美國經濟的重要力量。

如果制度變得過於困難，美國是否仍然能夠吸引全世界最好的人才？

這是一個值得我們思考的問題。

「公共負擔」政策重新受到重視

今年七月，政府也對「Public Charge（公共負擔）」政策作出重大調整。

對部分申請永久居留的人而言，個人的經濟能力、家庭狀況以及是否可能依賴政府公共資源，將再次成為更加重要的審查因素。

因此，今天的移民政策正在傳達一個非常清楚的訊息：

來到美國只是第一步，能不能長期留下來，將面臨更嚴格的審查。

簽證審查全面收緊

就在今天，美國國務院表示，川普政府任內已撤銷超過 175,000 個簽證，創下極高紀錄。

政府表示，撤銷原因包括違反簽證規定、犯罪、國家安全問題及移民欺詐等；同時，簽證申請的安全背景與社群媒體審查也在加強。

這顯示美國移民政策的方向已經非常明確：

從邊境到機場，從學生簽證到工作簽證，從臨時居留到永久綠卡，整個移民制度正在進入一個「更嚴格審查」的新時代。

美國需要安全，也需要人才

任何國家都有權保護自己的邊境。

非法入境、犯罪、人口販運以及移民欺詐，都應該依法處理。

但是我們也不能忘記，美國今天之所以成為世界最強大的國家之一，與一代又一代移民的貢獻密不可分。

他們創辦公司、建立工廠、開設餐館、成為醫生、教授、工程師和企業家；他們繳稅、創造就業，也把下一代培養成美國公民。

因此，真正需要思考的問題，不應該只是：

「我們如何阻止人進來？」

而應該是：

「我們希望什麼樣的人來到美國，又如何讓願意守法、工作、投資和貢獻的人留下來？」

移民制度需要秩序，邊境需要安全。

但是美國同樣需要夢想。

當移民政策大轉彎之際，我們希望華裔、亞裔以及所有移民家庭更加了解新的法律環境，保護自己的合法身分，也更加積極參與美國社會。

因為移民政策最後討論的不只是一張簽證或一張綠卡。

它真正決定的，是——

下一代的美國，將是一個什麼樣的國家。

America Is Redefining Who Can Come — and Who Can Stay

America has always been a nation of immigrants.

For generations, people from every corner of the world have come to this country carrying a suitcase, a dream, and the hope of building a better future. They worked hard, raised families, opened businesses, paid taxes, and became part of the American story.

Today, however, America’s immigration landscape is undergoing a major change.

For many years, the national debate focused primarily on illegal immigration, border security, and deportation. Now the impact of immigration policy is reaching much further. Legal immigrants, international students, temporary workers, visa holders, and applicants for permanent residency are all facing a more complicated and uncertain environment.

This is no longer simply a border issue.

It is becoming a question about the future direction of America.

A New Era of Immigration Enforcement

The message coming from Washington is increasingly clear: immigration enforcement and screening are becoming stricter.

The government is placing greater emphasis on immigration status, visa compliance, security reviews, and enforcement of existing laws.

For millions of immigrant families, even a small policy change can have enormous consequences.

Immigration is not simply paperwork.

Behind every visa is a person.

Behind every green card is a family.

International Students Face New Challenges

America’s international students are also entering a new environment.

For decades, American colleges and universities have attracted some of the brightest young people in the world. They came to study science, engineering, medicine, artificial intelligence, finance, and business.

Many stayed and became researchers, doctors, engineers, entrepreneurs, and business leaders.

They helped create companies, technologies, and jobs.

If America makes it increasingly difficult for talented young people to study, work, and build their futures here, we must ask an important question:

Will the world’s best talent continue to choose America?

The United States is no longer competing only for investment and markets.

We are also competing for people.

America Needs Security — But It Also Needs Talent

Every nation has the right and responsibility to protect its borders.

Illegal immigration, human trafficking, immigration fraud, and serious criminal activity must be addressed according to law.

But enforcement alone cannot define America’s immigration future.

We should remember a fundamental truth:

Immigrants helped build America.

They built railroads and factories.

They opened restaurants, stores, newspapers, banks, and technology companies.

They became doctors, professors, scientists, engineers, journalists, and entrepreneurs.

They created jobs, paid taxes, strengthened communities, and raised generations of Americans.

Therefore, the immigration debate should not simply ask:

“How do we keep people out?”

We should also ask:

“How do we attract and keep the people who will help America succeed?”

The American Dream Must Continue

America needs secure borders.

America needs laws that are respected.

America needs an orderly and fair immigration system.

But America also needs talent.

America needs investment.

America needs innovation.

And America still needs dreamers.

As immigration policy takes a major turn, immigrant communities must understand the changing rules, protect their legal status, and become more involved in American civic life.

The decisions being made today will reach far beyond the border.

They will affect our universities, our businesses, our workforce, our economy, and millions of families.

Ultimately, immigration policy is about much more than a visa, a passport, or a green card.

It is about people.

It is about opportunity.

It is about the American Dream.

And most importantly, it is about one question:
