休斯敦市長惠邁強烈譴責 ICE 暴行

休斯敦市長 John Whitmire（惠邁） 近日就 ICE 執法人員在休斯敦涉及致命槍擊事件發表強烈聲明，呼籲聯邦政府立即檢討執法方式，並要求 暫停 ICE 執法行動 90 天，以全面檢視相關政策與程序。

惠邁市長表示，任何執法都必須以保護生命為首要原則。他批評 ICE 在執法過程中缺乏足夠的降級衝突（de-escalation）訓練，並要求聯邦政府提高透明度，包括配備隨身攝影機、公開調查結果，以及接受獨立調查。

他同時敦促聯邦政府與地方政府合作，建立兼顧公共安全、人權與法治的移民執法制度，避免類似悲劇再次發生。州政府已要求 Texas Rangers 介入調查，休斯敦市政府亦支持透明、公正的調查程序。

惠邁強調：「我們必須確保執法既有效，也充滿人性，任何生命的逝去都值得被認真對待。」

Houston Mayor John Whitmire has sharply criticized recent ICE enforcement actions following a fatal shooting involving federal immigration agents in Houston. He called for a 90-day moratorium on ICE enforcement operations to allow a full review of federal policies and procedures. 

Whitmire stressed that law enforcement must always prioritize the protection of human life. He urged the federal government to improve transparency, require body cameras, strengthen de-escalation training, and support an independent investigation into the incident. 

The mayor said that immigration enforcement should balance public safety, the rule of law, and respect for human dignity. Texas Rangers have been asked to participate in the investigation, while Houston officials continue to seek a transparent and impartial review.
