休斯敦市长惠迈强烈谴责 ICE 暴行

休斯敦市长 John Whitmire（惠迈） 近日就 ICE 执法人员在休斯敦涉及致命枪击事件发表强烈声明，呼吁联邦政府立即检讨执法方式，并要求 暂停 ICE 执法行动 90 天，以全面检视相关政策与程序。

惠迈市长表示，任何执法都必须以保护生命為首要原则。他批评 ICE 在执法过程中缺乏足够的降级冲突（de-escalation）训练，并要求联邦政府提高透明度，包括配备随身摄影机、公开调查结果，以及接受独立调查。

他同时敦促联邦政府与地方政府合作，建立兼顾公共安全、人权与法治的移民执法制度，避免类似悲剧再次发生。州政府已要求 Texas Rangers 介入调查，休斯敦市政府亦支持透明、公正的调查程序。

惠迈强调：「我们必须确保执法既有效，也充满人性，任何生命的逝去都值得被认真对待。」

Houston Mayor John Whitmire has sharply criticized recent ICE enforcement actions following a fatal shooting involving federal immigration agents in Houston. He called for a 90-day moratorium on ICE enforcement operations to allow a full review of federal policies and procedures. 

Whitmire stressed that law enforcement must always prioritize the protection of human life. He urged the federal government to improve transparency, require body cameras, strengthen de-escalation training, and support an independent investigation into the incident. 

The mayor said that immigration enforcement should balance public safety, the rule of law, and respect for human dignity. Texas Rangers have been asked to participate in the investigation, while Houston officials continue to seek a transparent and impartial review.
