一、基础建设与城市设计

具体行动:

• 街景提升: 改善人行道、照明与景观设计,尤其在 Bellaire Blvd.、Beechnut 及主要干道,建设更安全、整洁、适合步行的街区环境。

• 门户美化: 在主要出入口设置具有特色的“欢迎来到休士顿国际区”拱门、旗帜或多语言电子显示屏,强化区域认同与视觉识别。

• 公共交通优化: 与 METRO 公交系统合作,改善候车亭设施、增设多语路线指引与地图,提升通达性。

• 智慧城市升级: 建设公共 Wi-Fi 热区、监控系统及节能照明,打造智慧、安全的现代城区。


二、经济与商业发展

目标: 推动多元化商业繁荣,吸引全球投资与创新创业。

具体行动:

• 中小企业孵化器: 建立多元文化创业中心或共享办公空间,为移民与少数族裔企业家提供创业支持与资源。

• 国际投资合作: 与各国领事馆、贸易办事处及商会合作,引进来自亚洲、非洲及拉丁美洲的企业与资金。

• 特色文化商圈: 规划主题街区(如韩国城、越南街等),统一商圈招牌风格并定期举办文化节庆活动。

• 媒体合作推广: 与 美南新闻集团(Southern News Group) 及本地媒体合作,报道建设成果与投资机会。

• 旅游推广: 与 Visit Houston 合作,将国际区纳入城市观光路线及国际推广活动。

• 数字传播: 建立双语官方网站与社交媒体平台,展示招商项目、文化活动与最新发展动态。

Strategic Development Plan For The Houston International District


I. Infrastructure and Urban Design

Goal: Enhance environmental quality and create a livable, business-friendly, and visitor-friendly international urban image.

Key Actions:
• Streetscape Enhancement: Improve sidewalks, lighting, and landscaping—especially along Bellaire Blvd., Beechnut, and major corridors—to create safer, cleaner, and more walkable streets.
• Gateway Beautification: Install distinctive “Welcome to the Houston International District” gateways, flags, or multilingual digital displays at main entrances to strengthen identity and visual appeal.
• Public Transit Optimization: Collaborate with METRO to upgrade bus shelters, add multilingual route maps, and improve accessibility.
• Smart City Upgrades: Build public Wi-Fi zones, surveillance systems, and energy-efficient lighting to create a modern, connected, and safe urban area.


II. Economic and Business Development

Goal: Promote diverse commercial growth and attract global investment and entrepreneurship.

Key Actions:
• SME Incubation: Establish multicultural business incubators or co-working spaces to support immigrant and minority entrepreneurs.
• International Investment Collaboration: Partner with foreign consulates, trade offices, and chambers of commerce to attract enterprises and capital from Asia, Africa, and Latin America.
