中加关係「溶解」中:经贸先解冻,政治仍冷

近年来,中加关係长期低温,互信不足、对话有限;但本週出现明显鬆动——双方以经贸交换打开「重置」窗口:加拿大同意以最惠国税率方式,对一定数量中国电动车採取年度配额进口;同时,加方期待中方在2026 年 3 月 1 日前下调对加拿大油菜籽等產品的高关税,并对部分农渔產品提供缓解。

然而,这种「溶解」更像是利益的重新排列,并不代表政治心结已解。美方已公开表达不满与警告,显示北美供应链与安全疑虑仍是压力来源。接下来的关键在於:关税调整能否如期落地、北美反应是否升级,以及加拿大国内对產业与安全风险的辩论会不会再让关係回冻。


Canada–China Ties Are “Thawing”: Trade Moves First, Politics Still Cold

For years, Canada–China relations have sat in deep freeze—limited dialogue, low trust, and constant friction. This week, however, the ice shows clear cracks. The two sides appear to be reopening a “reset” window through pragmatic trade bargaining: Canada signals room for limited Chinese EV access under a quota-style approach, while expecting meaningful tariff relief from China on key Canadian exports such as canola and other agri-food and seafood products.

But a thaw is not the same as reconciliation. What is melting first is economic necessity, not political distrust. U.S. criticism and warnings underline a hard reality: North American security and supply-chain concerns still cast a long shadow over Ottawa’s choices. The next test is whether promised trade steps can actually be implemented—and whether external pressure and domestic debate in Canada will freeze the relationship again.
