習近平訪美之意義


根據目前公開資訊,美國總統川普表示,中國國家主席習近平預定於2026年9月24日訪問美國並在白宮會晤。今年5月川普訪問北京時,已正式邀請習近平於秋季回訪美國。值得注意的是,截至8月19日,中國外交部網站尚未見到對這次9月訪美行程的完整正式公告,因此具體日程仍應以中美兩國最後公布為準。

這次訪問如果按計畫成行,其意義遠遠超過一次普通的元首互訪。當今中美兩國既是世界最大的經濟體之一,也是全球科技、金融、軍事與外交領域最重要的競爭者。雙方關係的任何變化,都可能直接影響亞洲乃至世界的和平與經濟發展。

第一,是為中美關係建立新的高層溝通渠道。
川普今年5月訪華後,兩國元首保持直接互動;習近平回訪華盛頓,將形成一種「相互訪問」的外交節奏。即使兩國在許多問題上存在重大分歧,只要最高領導人仍能坐下來談,就有機會降低誤判與衝突的可能性。

第二,經貿問題仍將是核心。
美中之間的關稅、稀土與關鍵礦產、農產品、半導體以及供應鏈問題,直接牽動兩國企業和消費者。白宮公布的現行安排顯示,雙方此前已就關稅暫緩、關鍵礦產及中國購買美國農產品等問題達成安排,而部分關稅措施目前的暫緩期限延續至2026年11月10日。9月峰會因此很可能成為決定下一階段經貿關係的重要節點。

第三,台灣問題仍是最敏感的政治與安全議題。
今年5月川普與習近平北京會談前後,台灣問題已被視為中美高層對話的重要議題。北京將台灣問題視為核心利益,而華盛頓則維持其既有的一中政策及與台灣的非官方關係。如何避免台海局勢升級,將考驗兩國領導人的政治智慧。

第四,人工智慧已成為新的中美競爭前線。
目前美中競爭已不只是關稅與商品貿易,更延伸到AI、先進晶片、資料、關鍵礦產及科技供應鏈。消息顯示,兩國還計畫在9月進行人工智慧相關官方對話,而美國近期也正在推動盟友在AI與半導體供應鏈上加強與華盛頓協調。這意味著習近平訪美時,「科技競爭如何管控」可能與傳統貿易問題同樣重要。

第五,這次峰會的真正價值可能不是消除競爭,而是管理競爭。
中美之間在制度、科技、安全與全球影響力方面的競爭不可能因一次峰會而消失。真正重要的是雙方能否建立一些「護欄」:有競爭但不走向戰爭,有分歧但保持對話,有國家利益的衝突但仍保留經貿合作空間。這也是此次訪問最值得世界關注的地方。

從全球角度來看,中美關係已不只是華盛頓與北京兩個政府之間的事情。亞洲安全、世界貿易、能源價格、人工智慧、全球供應鏈以及金融市場,都不同程度受到兩國關係影響。中美和則世界受益,中美鬥則全球承受代價。

因此,習近平此次訪美最大的意義,也許不在於能簽下多少協議,而在於兩個世界大國是否願意共同證明:競爭並不一定意味著對抗,分歧也不一定必須走向衝突。

在今天動盪不安的國際局勢中,如果北京與華盛頓能重新建立更穩定、務實及可預測的關係,這本身就是對世界和平與全球經濟的一項重要貢獻。


The Significance of Xi Jinping’s Visit to the United States

Chinese President Xi Jinping’s planned visit to the United States carries significance far beyond a routine diplomatic exchange. At a time when U.S.-China relations remain defined by both competition and interdependence, a face-to-face meeting between the leaders of the world’s two largest economies could have an important impact on global trade, security, technology, and international stability.

The first major significance of the visit is the restoration and strengthening of high-level communication.

Despite serious disagreements between Washington and Beijing, direct dialogue between the two presidents can help reduce misunderstanding and prevent miscalculation. When relations between major powers become tense, communication at the highest level is especially important. Even when differences cannot be resolved immediately, continued dialogue can help keep competition from turning into confrontation.

Second, trade and economic relations will remain at the center of the discussions.

The United States and China continue to have major differences over tariffs, market access, advanced technology, semiconductors, critical minerals, agricultural products, and global supply chains. These issues directly affect businesses, consumers, farmers, manufacturers, and financial markets in both countries.

A successful summit could create opportunities for new agreements, reduce uncertainty, and provide businesses with a clearer understanding of the direction of future U.S.-China economic relations.

Third, Taiwan remains one of the most sensitive issues in the bilateral relationship.

Beijing considers Taiwan a core national interest, while Washington continues to maintain its long-standing policy and unofficial relationship with Taiwan. Because the Taiwan Strait is one of the most closely watched security flashpoints in the world, both sides have a strong interest in preventing tensions from escalating into military conflict.

Careful communication between the two leaders could therefore play an important role in maintaining peace and stability in the region.

Fourth, artificial intelligence and advanced technology have become a new frontier of U.S.-China competition.

The rivalry between the two countries is no longer limited to tariffs and traditional trade. It now includes artificial intelligence, advanced chips, data, telecommunications, cybersecurity, critical minerals, and the future of global technology standards.

How the United States and China manage technological competition may become one of the defining questions of the next decade. Cooperation may be possible in some areas, but strategic competition is likely to continue.

Fifth, the real value of this visit may not be the elimination of competition, but the management of competition.

The United States and China have different political systems, strategic interests, and global priorities. These differences will not disappear after one summit. The more realistic goal is to establish safeguards that allow both countries to compete without moving toward direct conflict.

Competition does not have to mean war. Disagreement does not have to become hostility. National interests can differ while economic cooperation, diplomatic communication, and people-to-people exchanges continue.

The importance of U.S.-China relations extends far beyond Washington and Beijing. The relationship affects global markets, international trade, energy, technology, supply chains, investment, and security throughout Asia and the rest of the world.

When U.S.-China relations are stable, the international community benefits. When tensions rise sharply, the economic and political consequences are felt around the globe.

For this reason, the greatest significance of Xi Jinping’s visit may not be measured simply by the number of agreements signed or announcements made.

Its deeper importance will be whether the leaders of the United States and China can demonstrate that two major powers can manage differences responsibly, maintain communication, and prevent rivalry from becoming conflict.

At a time of uncertainty in the international system, a more stable, pragmatic, and predictable relationship between Washington and Beijing would itself be an important contribution to world peace and global economic development.
